Township Contract Project Protocol

This protocol is a guideline for townships to follow when they want to request assistance from the County Engineer to evaluate a project and consider it for the bidding process. A step by step sequence is provided along with timelines for the completion of each phase.  A protocol specifically for the annual Road Striping Program is the 2nd page of the outline.

Township Request For Assistance Form

Townships that desire assistance of any kind from the County Engineer's Office and/or Highway Department are required to complete and submit a Township Request Form. The Board must complete all sections to the best of their ability. The requests must be signed by at least 2 Trustees and the Fiscal Officer in order to be considered.

Township Material Request Form

Townships that wish to get materials from the County Highway Department are required to complete and submit a Township Material Request Form.  The requests must be signed by at least 1 Trustee in order for supplies to be released from our inventory.

Please contact the Highway Department to ensure items are available and/or to make arrangements for material pick up.

Township Force Account Flowcharts

Township maintenance and repair of roads by force account is authorized by ORC 5575.1.  The flowcharts below help guide townships through the process of determining when to request a force account estimate from the County Engineer, proceed with the work with their staff, and when to bid the work out.

To request a force account estimate from the Engineer's Office complete and submit a TRQ.  Be sure to provide all information requested on page 2 with current rates and pricing. 

Force account limits are to be adjusted on July 1 of ever odd numbered year by the lesser of 3% or the construction cost index as determined by the Ohio Department of Transportation.
